Im logging in as admin, and whatever changes i make inside /etc or just making a folder in root, its all gone when the server is restarted.
How to stop the server to reset everything outside the /persistent folder?

this is not intended, the filesystem will always be build out of current versions image. What is your exact use case? You should outsource your logic and call your scripts via CURL for example out of a dialplan script from a different webserver.
